Can You Put a New Roof Over an Old Roof in NJ?

Sometimes you can. It's rarely the better roof. A second layer of shingles over the first is cheaper on the day and hides whatever is wrong underneath. Terra Nova Roofing & Construction tears off to the deck on every replacement, and this page explains why.

Can you put a new roof over an old roof?

Sometimes. Building codes generally allow one new layer of asphalt shingles over one existing layer if the old roof is flat, dry and sound, but a roof-over hides rotted decking, keeps old flashing in place and blocks a proper ice & water barrier at the deck. Terra Nova Roofing & Construction does a full tear-off to the deck on every roof replacement in North Jersey, with a free inspection and written estimate. Call or text 973-200-1617.

Can you install a new roof over existing shingles?

A roof-over is sometimes allowed, but only on a roof that meets a short list of conditions, and even then it's a trade-off. A second layer generally isn't an option when:

  • The roof already has two layers.
  • The existing shingles are curled, buckled or badly worn, so the new layer won't lie flat.
  • The deck is soft, wet or rotted.
  • The old roof is wood shake, slate or tile.

Your local building department has the final word on what's allowed for your house. Even where a roof-over passes, we don't recommend it, for the reasons below. If you're not sure your roof needs replacing yet, see signs you need a roof replacement.

Roof-over vs. tear-off: side-by-side

Here's how the two approaches compare on the things that decide how long a roof lasts:

Roof-over (second layer)Full tear-off to the deck
Upfront costLower: less labor and disposalHigher: removal and disposal included
Deck inspectionNot possible; the deck stays coveredEvery sheet seen; rotted wood replaced
Ice & water barrierCan't be bonded to the deck at eaves and valleysInstalled directly on the deck at eaves, valleys and penetrations
FlashingOld flashing often reused or patchedNew flashing at chimneys, walls and skylights; new pipe boots
Weight on the framingTwo layers of shingles on the raftersOne layer
How it looksBumps and old shingle lines can show throughFlat, even new roof
Next replacementTwo layers to remove, so a bigger job laterOne layer to remove
Manufacturer warrantyMay be limited over an existing layer; check the termsInstalled to manufacturer specs and registered where it applies

The roof-over saves money now and moves cost into the next roof, often with interest in the form of hidden damage.

What does a roof-over hide?

Most of what goes wrong with a roof happens at the deck and the joints, exactly where a roof-over can't reach. Problems we commonly find once the old shingles come off:

🪵

Rotted decking

Soft plywood or boards around chimneys, valleys and eaves from years of slow leaks. Nails won't hold in it.

🧊

Ice dam damage

Water-stained, delaminated wood along the eaves where ice dams pushed water under the shingles.

🔩

Failed flashing

Rusted step flashing and old tar patches at walls and chimneys, the source of many leaks.

🕳️

Gaps and old repairs

Patched holes, missing sections of board and old vent openings covered over.

💧

Trapped moisture

A second layer can hold moisture between the two roofs, speeding up rot.

🪹

Animal entry points

Chewed edges and gaps at the roof line where animals got in.

If decking needs work, see roof deck rot repair.

How do you tell how many layers your roof has?

Look at the roof edge: lift the gutter line or look at the rake (the sloped edge at the gable end) and count the shingle edges stacked on top of each other. Two distinct edges usually mean two layers. Other clues:

  • The roof looks lumpy or wavy, with old shingle lines showing through.
  • The drip edge looks buried or there's no drip edge at all.
  • Records from when you bought the house mention a roof-over.

Many older homes in North Jersey have two layers, and occasionally more. Every layer adds labor and disposal to a tear-off, which is one reason we price each roof after an inspection. Text a photo of the roof edge to 973-200-1617 and we'll tell you what we see.

Why ice & water barrier and flashing need a bare deck

Ice & water barrier is a self-adhering membrane that bonds to the wood deck and seals around nails; on top of old shingles it can't seal the way it's designed to. In North Jersey winters, ice dams push water up under the shingles at the eaves, and wind-driven rain forces water into valleys. The barrier at the deck is what stops that water from reaching the house.

Flashing works the same way. Step flashing is woven in with each course of shingles where the roof meets a wall or chimney. A roof-over usually means leaving the old flashing in place or nailing new metal over the old, and leaky joints stay leaky. More: ice and water shield.

New roof on an old house: what changes

An older house gets the most out of a tear-off, because older roofs tend to hide the most underneath. On older capes, colonials and two-family homes, we often find:

  • Board sheathing instead of plywood, sometimes with gaps that need new plywood over or in place of the boards.
  • Little or no ventilation, which shortens a roof's life and causes ice dams. We set up soffit intake and ridge exhaust where the house allows. See attic ventilation.
  • Chimneys with old flashing that need new step and counter flashing.
  • Sagging sections that show framing issues we'll point out before work starts.

What about roof coatings, restoration and re-roofing?

Coatings and "roof restoration" products are sold as an alternative to replacement; on a pitched shingle roof, they don't fix worn shingles, failed flashing or a rotted deck. On some flat or low-slope roofs, a coating can extend the life of a membrane that is still sound, but it's not a cure for a roof that's already leaking in several places.

"Re-roofing" is sometimes used to mean a roof-over and sometimes a full replacement, so ask what a contractor actually means. If your roof is flat or low-slope, see flat roof replacement; we'll tell you honestly whether repair, coating or replacement is the right call.

How Terra Nova tears off to the deck

Our replacements start at the bare deck and build every layer back up to manufacturer specs:

  1. Protect the property. Tarps over landscaping, a dumpster placed where it won't damage the driveway.
  2. Tear off every layer and inspect the whole deck.
  3. Replace rotted wood so the new roof is nailed into sound material.
  4. Ice & water barrier at eaves, valleys and penetrations; synthetic underlayment on the rest.
  5. Drip edge, new flashing and pipe boots.
  6. Ventilation at the soffits and ridge.
  7. Shingles installed to manufacturer specs, warranty registered where it applies.
  8. Cleanup every day, a magnet sweep for nails and a final walkthrough with you.

Most residential roof replacements take 1–3 days. Hablamos español. See the roof replacement process and what a new roof costs.

Roof-Over vs. Tear-Off Questions

Can I go over my old roof when I replace it?

Sometimes it's allowed on a roof with one sound, flat layer, but it hides deck damage and old flashing. We tear off to the deck on every replacement.

Is a roof-over cheaper?

Yes, on the day. It skips removal and disposal, but the next roof costs more because two layers must come off, and hidden damage keeps growing.

How many layers of shingles can a roof have?

Building codes generally limit asphalt roofs to two layers. Your local building department has the final word for your house.

Does a roof-over void the shingle warranty?

It can affect it. Manufacturer terms vary, so check them. We install to manufacturer specs on a bare deck and register the warranty where it applies.

How do I know if my deck is rotten?

Soft or spongy spots when walked on, sagging between rafters and stains in the attic are signs. A tear-off shows it for certain.

How long does a tear-off replacement take?

Most residential roof replacements take 1–3 days, including tear-off.

Do I need to be home during the tear-off?

No. We need driveway access and an outlet, and we meet you at the start and for the final walkthrough.

What if it rains while the roof is torn off?

We only tear off what we can dry in the same day and keep tarps on site, so the house is never left open.

Will insurance pay for a full tear-off?

If a covered event like a storm damaged the roof, insurance may pay for replacement. Your insurer decides; we document damage and can meet the adjuster.

Is financing available?

Yes, financing is available for larger projects like a roof replacement.

What does your estimate include?

Tear-off of every layer, deck repairs, ice & water barrier, underlayment, drip edge, flashing, pipe boots, ventilation, shingles, disposal and cleanup, with photos.
